The capital shivered at 3 degrees Celsius, marking the coldest day this winter.
Misery continues for passengers at Delhi's Indira Gandhi International airport. Runway visibility is down to 100 metres and flights have been grounded again.
Airport authorities have said the earliest departures will take place only after 8 am (IST). Several morning flights have also been cancelled.
